Abstract
Brenner, current senior research fellow at MIT’s Center for International Studies, became the NSA’s inspector general in April 2002. He writes about his experience with the NSA’s Stellarwind program which he recognizes as a facial violation of FISA. Brenner argues that public knowledge of this program along with Chelsea Manning’s cable leaks damages public trust in intelligence institutions and that trust will be difficult or impossible to rebuild
