“EPIC challenges the government's withholding of information in the SARs that pertains to summaries of FISC legal opinions, descriptions of the scope of the FISC's jurisdiction, and discussions of process improvements on Exemption 1 grounds, because in EPIC's view, such information cannot properly be deemed classified. (See Pl.'s Mot. at 16–18.) This Court disagrees. Notwithstanding the fact that the challenged SARs redactions concern legal opinions and descriptions, it is clear that they nevertheless satisfy the criteria for classification set forth in Executive Order 13,256.” 296 F. Supp. 3d at 125.
