Abstract
CDT argues (contra the Executive branch) that relying on minimization will not address the deficiencies in the PAA: (a) even if it meant that the gov’t would discard all USP communications intercepted (which it doesn’t), it fails to address the privacy violation of the initial collection; (b) the minimization rules allow for the retention, analysis, and dissemination of the communications of individuals inside the U.S. incidentally collected.
