Granting motion by the Center for National Security Studies to file an amicus brief on why §215 does not authorize bulk collection of telephony metadata records, and denying motions for reconsideration or en banc review, access to the government’s application or the FISC docket, and declassification of relevant legal arguments on the grounds that “information already made available to the public, including opinions of his Court, provides sufficient context for the Center to brief the issue specified herein.”
