In June 2008, the NSA reported a potential instance of non-compliance to the Court coincident with its request for renewal of Title V authorities. The concern appears to be that the International Mobile Equipment Identifier (IMEI) numbers and International Mobile Subscriber Identifier (IMSI) used to initiate contact chaining derived not just from actual telephone numbers but from information carried in conjunction with communications.
