Judge Kollar-Kotelly responded to Senators Leahy, Specter, and Grassley’s request for access to copies of an unclassified Memorandum Opinion and two Orders of the FISC ; Judge Kollar-Kotelly granted the request and stated the Court’s intention to release and publish future unclassified opinions and orders. The letter briefly explained the nature of the case, noting that the Court rarely either sits en banc or has unclassified information on its docket. Judge Kollar-Kotelly also responded to the Senators’ request for an explanation of Rule 10 of the FISC.
