Abstract
Judge Walton authored a follow-up to his July 29, 2013 letter to Senator Grassley, in which he referenced his previous explanation of the process by which the FISC interacts with the executive branch while processing applications. Judge Walton explained that the FISC often modifies the terms proposed by the government in its submissions, and noted that the Court had monitored the rate at which it did so for a period of three months. Judge Walton then shared the Court’s findings.
